Manager Permanent Camp

Job purpose

  • Sonic Bay project aims at developing an industrial complex in Indonesia to produce and intermediate Nickel and Cobalt concentrate from the Weda Bay ore deposit (Halmahera Island). The project scope includes an ore preparation plant, a hydrometallurgical plant using High Pressure Acid Leach (HPAL) technology to produce the concentrate, a power plant, a sulfuric acid plant and a tailings storage facility.
  • The Sonic Bay manager of the permanent camp is in charge to control the good execution of all the construction activities, to alert in case of slippage of the time schedule, to control the cost of the construction in his perimeter
  • He will work closely with HSE, quality, engineering, procurement, material management, time schedule to ensure that construction activities are properly organized and executed by EPC and Construction contractor


Key Project dimensions

  • The project will rely on ore supply from Weda Bay, a world class nickel ore deposit developed by Eramet and its partner Tsingshan, and which is expected to become in the next years the biggest nickel mine in the world
  • The project’s main engineering contractors will be China based and the project will be located in Halmahera Island in Indonesia, nearby the Indonesian Weda Bay Industrial Park (IWIP) currently being developed by Chinese company Tsingshan.
  • Sonic Bay project total CAPEX is expected to be around 2 Bn$ for a ~60 kt Ni pa operation.


Complexity of the position

  • The project execution will rely on a rapid and efficient execution strategy involving Chinese engineering and construction companies while ensuring that the owner’s minimum requirement and standards
  • Defined in the execution contracts are fully implemented during detailed design and construction. This will require a good understanding of both owners and Chinese cultural and project management practices and identify efficient way of managing gaps when identified.
  • The position will require the coordination and monitoring of several and simultaneous activities conducted at different locations and within a multicultural environment
  • The position will involve managing several interfaces with other project area managers and disciplines (Engineering, HSE, Project controls, operations) as well as with external parties (engineering, consultants)


  • To elaborate with the different stakeholders the requirements of the permanent camp
  • To participate to the call for bid and the selection of the contractor in charge to build the permanent camp
  • To supervise the progress of the construction
  • To supervise the quality of the construction
  • To make sure all the safety rules are strictly followed
  • To validate the certificate readiness for use
  • To organize the hand over to the owner


Main Responsibilities
Definition of the project and bidding process
• With the different stakeholders he will elaborate the different requirements of the permanent camp
• He will make sure that the specificities of the context are well consider (remote location, environment, Indonesian culture and habits …)
• With the procurement team he will participate to the bidding process and to the selection of the contractor
Preparation of the construction phase
• To check the robustness of the time schedule
• To check the availability of the documentation for construction
• To check the availability of the material and equipment
• To check the availability of the resources of the EPC and Construction companies (workforce, equipment for construction ….)
• To organize the weekly progress meeting with the contractor
• To cooperate actively with the other areas managers, QC manager, HSE manager, Time schedule manager, cost control
• To make sure all the environmental measures (drainage, pounds, controls….) are properly defined
Execution of construction
• To control the 4 weeks look ahead program proposed by the contractor
• To identify all the difficulties as quick as possible and to escalate to the construction manager if needed
• To consolidate the weekly and monthly reporting in term of time schedule, progress, HSE ,quality , cost
• To actively participate to the HSE management in his perimeter, to be an example in term of behavior
• To be proactive, and to propose to the construction manager solutions to improve the construction progress, the quality, the HSE situation, the cost
• To check the good implementation of all environmental measures


• Senior construction engineer
• Bachelor degree in civil engineering or related
• Experienced in term of contract management
• Has experience in Leadership
• Very familiar with high level standard in term of HSE (including environmental measures during construction) and quality
• Ability to report and to identify the main difficulties and to propose solutions
• Good communication skills and diverse international experience, specifically in working with multi-national environment.
• Fluent in English is a must
• Ability to work in a multi-cultural environment
• Software: Microsoft pack office (Word, Excel...) Project planning tools (MS project, Primavera)
