Safety Management Systems & Supervisor

Location:  Halmahera,Indonesia
Contract type:  Permanent

Main purpose of the position

Reporting to the Safety Systems Superintendent, the Safety Management Systems Supervisor is responsible for the development and the implementation of the Safety Systems: Management System, Safety documentation, Data, Risk, Compliance.

 

Scope of work

In the frame of the Sonic Bay project in Indonesia, the jobholder is part of the Sonic Bay Project Safety team to:

1. Design, implement, keep updated and improve the company’s Safety Management System

2. Identifies and executes for all the areas of Sonic Bay Project, including its contractors, the:

    a. Safety Management System related to standards and documentation

    b. Safety data organization, analysis, and treatment

    c. Safety Risk Management d. Safety Compliance Management (Regulation, Company rules)

3. Manage a team of safety specialists

4. Implement and keep updated a general Risk Analysis matrix of the processes of Sonic Bay

5. Develop, implement, and keep updated the appropriate safety KPIs for the department 6. Benchmark Best Safety Practices among World Class safety companies

 

Responsibilities

The routine interface management with site stakeholders to ensure the safety compliance requires strong interpersonal skills, personal influence and solid knowledge about the project 2 safety requirements and best practices as well as ability to identify risks with the proper risk tolerance.

 Large construction site

 Multicultural environment, with communication in various languages (Mandarin, English, Bahasa, …)

 Weda Bay is a remote area (living is base camp) with a roster

 

Safety Management System SMS

 Designs, keeps updated and improves the internal Safety Management System (policies, standards, objectives, documents, procedures and specifications). The SMS must be in accordance with the Eramet and BASF Companies, best international practices, and Indonesian regulations and applicable to the Sonic Bay Project.

 Supports the Safety Systems Superintendent in the implementation of the SMS in all the areas of the Project and its contractors.

 Plans and conducts internal and external audits to ensure accordance between processes implemented and the SMS.

 

Safety Data Management, Reporting and KPIs

 Collect all relevant data from Safety activities, elaborate comprehensive graphs and presentations that show trends and in collaboration with the relevant departments, explain the trends observed.

 Generates all the needed reports (internal or external) of the safety performance in accordance with the SMS requirements.

 Determines and follows up the KPIs required for the performance of the Safety activities in accordance with the SMS requirements.

 Controls adequacy of action plans and ensure corrective actions follow up, progress and guarantee completion on time

 Manages the Company reporting System SAFEE. Ensures the integrity between the safety performance and the information included in the SAFEE system

 

Safety Risk Management

 Develop and maintain the Company Hazard Identification and Risk Assessment

 Develop and Maintain the Risk Matrix

 Develop and Maintain Company Core Hazards and Golden rules

 Ensure the quality of SOP and JSA development

 Ensure the development and quality of the Permit To work System Safety Compliance Management

 Develop and maintain the Safety Compliance register

 Ensure continuous update of the legal and regulation watch, assess the requirements for the project facilities, equipment, material, resources

 

Other tasks as instructed by the line manager.

 

Requirements

 5 years' post-secondary education, ideally a Health & Safety Engineer or generalist engineer with additional training relevant to the field.

 10 years' experience in Health & Safety, with at least 5 years' experience on one or several major construction projects.

 Health & Safety professional with technical expertise in construction and a solid training background in project Health & Safety.

 Chinese or Bahasa is a must (ideally both)

 English is a must.
