Site Project Control Manager

Location:  Halmahera,Indonesia
Contract type:  Permanent

Job purpose
• Sonic Bay project aims at developing an industrial complex in Indonesia to produce a mixed nickel and cobalt hydroxide product from the Weda Bay ore deposit, where Eramet already has an operation with Chinese partners. The project scope is split between an HPAL plant to produce an intermediate Ni/Co concentrate, a power plant, a sulfuric acid plant, a dry tailing storage facility and some utilities & earthworks.
• Sonic Bay project is led by Eramet (51%), in a joint venture with BASF (49%). The project has started with a prefeasibility study (PFS) completed in May 2022. Following favorable project conditions, it was decided to accelerate project execution and to move to the preparation of the execution phase with the setup of an EPC contract with a view to start the execution phase by S1 2023.
• Within the owner’s project team, the Site Project Controls is responsible to ensure the effective management of site activities for planning, costs, risks, documents support to the project objectives. The Site Project Manager - Project Controls ensures the enforcement of project administrative processes. He also sets and implements the project controls, the reporting and, critically, the forecasts for the project schedule and costs, in order to provide the Project Controls Director with necessary tools and information to understand the status of the project, the areas of risks (costs, schedule, progress) and the follow up on mitigation actions.

 

Main Missions and activities
Mission
• The position will establish and lead the Site Project Controls Teams of individuals and organizations to a coherent, supportive, and aligned way of working.
• The role provides leadership, integration and management of PMO (Project Management Office) processes and functions to improve the consistency and efficiency of project delivery and provide assurance to the Project Controls Director of high performance and fit with Corporate requirements that optimize the efficiency of the project organization.
• Implement strategies, tools, processes and events to build the team, then measure success with KPIs
• Model good leadership to inspire direction and delivery, develop people, and drive continual improvement
• Direct the development of the PMO framework to support the project team and lead the design and implementation of a common project management methodology, standards and tools to drive and facilitate the successful delivery of the SNB Project
• Support the Project Controls Director in applying good governance, reporting and review framework to provide a holistic view of all project activity
• Manage interdependencies and coordination across project phases to ensure that information relating to project deliverables, risks and issues are effectively communicated between stakeholders
• Provide high quality, responsive and timely advice to the Project Controls Director and Project Director on the effective management of the project, spanning across multiple contracts, reconciling competing priorities and interests for the benefit of best for project outcomes
• Identify and define the major project management issues for the project and integrate across diverse delivery and functional teams to inform the development and prioritization of project initiatives and to proactively understand and mitigate risks
• Provide input to the Project Director on the strategic coordination of multiple major contracts and initiatives to improve efficiency and effectiveness of the projects
 

Project Controls
• Direct and develop the Sonic Bay Project Controls (cost, schedule, documentation, risks)
• Ensure performance of the project team by active oversight of the schedule, analyzing & reporting costs, monitoring & reporting risks and controlling documents
• Cost control: to establish the team and systems to forecast cost at completion of the project, to monitor the commitments in relation to the project and ensure that they are respected. To analyze risks and gaps and Implement solutions,
• Scheduling and physical progress: to review and oversight the integrated project schedule. To direct and escalate where necessary the contributors’ intervention during the project
• Document control: to establish and oversight the documentation flow so as to maintain a system that assures the quality of documents, version control, managed review cycles and accessibility to all project stakeholders,
• Risk Management: Continual attention to critical project risks. Monitor the implementation of mitigation actions to ensure that all project activities are performed according to plan or a managed and approved deviation.
 

Change Management
• Lead the internal project change management processes
• Lead the review, challenge, negotiate or reject contractors change orders
• Lead the review, challenge, negotiated or reject Contractors claims and disputes
• Maintain project change register and contract change registers

 

Requirements
• Have experienced in Contract Management or Project control or Finance control background Experience as a Project Controller with around 10 years’ experience in large project or industrial environment
• In depth knowledge of commercial procurement good practices, guidelines and regulations.
• Knowledge of Project Management Systems, and Documentation Control
• Fluent in English
• Ability to work in a multi-cultural environment
• Excellent communication skills, both oral and written


Position Location
Job will be based in Weda Bay project site in Indonesia (roster on FIFO basis at Tanjung Ulie, Weda, North Maluku, Indonesia), with initially several long business trips to the Engineering contractor office located in Beijing (China) for the first 6 to 9 months.)
