Training Safety Superintendent
Purpose of the position
In the frame of the Weda Bay project in Indonesia, the jobholder is part of the PT Weda Bay Mining Division management team to:
• Develop, update, a safety skill matrix, that identifies the minimum safety training needs and requirements for all WBN Mining Division and its contractors
• executes the Safety Training Plan for all the areas of WBN’s Mining Division and its contractors in accordance with the requirements.
• Coordinate the development and provision of Safety training material to ensure all training material are standardized meeting a qualitative output.
• Monitor & report safety training implementation to achieve safety training targets of results based assessments.
• Manage a safety training database to ensure safety training data are up to date
• Ensure the integrity of the training department is maintained, that all training is completed with high standards and is not compromised in any form to bring disrepute.
Dimensions Scope:
JV between Tsingshan (majority shareholder) and Eramet, as well as PT Antam (10%). The company is building road and infrastructure and operating a mining concession (Contract Of Work) for a minimum 15 Mwmt/y of Ni ore (up to 60 Mwmt/y), while operating a 30kt Ni contained NPI plant. Total investment for these operations is valued at 525M$. The total workforce in the mining project will be between 7 000 to 9 000 persons, including contractors Mine Health & SafetyTeam: 200 persons Interface: Vice GM HSE, VP Mining, Management of Weda Bay Nickel, IWIP, project sub-contractors
Complexity Factor
▪ Mining operations across Weda Bay Nickel mining permit (3500 km2)
▪ Several teams operating simultaneously: up to 5 mining teams (contractors and WBN), haulage contractors, drilling contractors
▪ Various mining related operations: extraction, reclaiming, articulated dump truck and road truck haulage, crushing and screening, sampling, drilling and exploration works
▪ Multicultural environment, with communication in various languages (Mandarin, English, Bahasa, …)
▪ Weda Bay is a remote area (living is base camp) with a roster
Key Missions
▪ Familiarize with the Eramet Safety Essential Requirements, Eramet Safety Mining Standards and Eramet Safety Management Standards as the core of the safety training matrix
▪ Ensure that all safety training meets minimum legal requirements and is benchmarked against best practice and industry standards
▪ Analyse safety data as a means of identifying opportunities for training programs
▪ Identify, analyse and develop key minimum HSE training needs and skill matrix per occupation especially in high risk occupations.
▪ Develop and Propose a training budget based on the skills matrix ▪ Assist in coordination of external training, when outsourcing of HSE training is identified
▪ Develop, review, revise WBN HSE training material in coordination with subject matter experts to ensure standardized WBN HSE training material
▪ Ensure competent delivery of WBN HSE training, by competent trainers
▪ Develop and implement WBN HSE training objectives and reporting requirements
▪ Manage and update safety training database for WBN Mining operation including its sub contractors
▪ Ensure that the Safety Training Passports are implemented and kept up to date for each individual (WBN employees and contractors)
▪ Perform and Participate in Safety audits to ensure that challenges and opportunities are identified for improvement in the design, delivery and assessment of training.
▪ Participate in Investigations as a subject matter expert for training
▪ Manage and ensure the training skill matrix and training database are up to date
▪ Keep abreast with new technology and training methodology to achieve a high standard of results based training
▪ Liaise closely with the Mining Division Management Team: VP Mining, Contract Manager, Operation Manager, Geology Manager, HSE Manager and WBN Safety Department
Profile and experience
▪ D3, or B.Sc. in Environmental Health and Safety or related discipline
▪ Proven experience in design and implementation of Safety training
▪ Competent trainer (TOT BNSP or other)
▪ Minimum 10 years of experience in mining, oil & gas or industrial companies
