Purpose of the position:
Sonic Bay project aims at developing an industrial complex in Indonesia to produce nickel and cobalt salts from the Weda Bay ore deposit, where Eramet already has an operation with Chinese partners. The project scope is split between an HPAL plant to produce an intermediate Ni/Co concentrate, a Base Metal refinery section (BMR) to refine the intermediate concentrate into battery grade Ni and Co sulphate, a power plant, a sulfuric acid plant and a tailing storage facility.
The project is led by Eramet, in a joint venture with BASF. The project has started with a prefeasibility study (PFS) in Q4 2020. Following favorable project conditions, it was decided to accelerate project execution and to move to the preparation of the execution phase with the setup of an EPC contract with a view to start the execution phase by September 2022.
Within the Owner’s project team, the Construction Manager is a central role directly managing all Construction Contractors on site with an overall responsibility for site construction and pre-commissioning activities and ensures that these activities are carried out safely in accordance with the design, drawings and quality plan for the project, and that the completed project meets the design, statutory authorities and specific project requirements.
Responsibilities:
- Implement and direct the overall construction H&S program and ensure strict adherence to statutory health and safety codes.
- Establish a culture on site where line management, represented by the Superintendents and Construction Supervisors, take direct responsibility for Health and Safety, supported by assigned the H&S Advisors.
- Implement the required Lock-out, Tag-out System for working on energized plant, both during construction and during pre-commissioning.
- Assist in developing a site security and emergency evacuation plan and coordinates the activities with the contractors and Eramet corporate security group.
- Ensure that contractors implement the Project Industrial Relations Plan, Project Labor Agreement and Project Wage Agreement as appropriate and that labor is treated in a common and consistently fair manner. Coordinate the Industrial Relations activities with Sonic Bay project, contractors and local community by establishing the required communication forums. Anticipate potential disputes and work stoppages and direct corrective action in terms of the relevant agreements, contracts, regulations and/or acts.
- Consult the Project Construction Director on all major decisions regarding industrial relations, site security, safety and environment.
- Assist for the development of a public and community relations plan in consultation with Eramet.
- Coordinate all construction activities on site in relations with the project management representatives (Area Managers). Central contact point for communications on the construction site.
- Ensure PT EHN policies and procedures are fully implemented. In consultation with the Project Construction Director, establish field procedures within corporate policies as required by site conditions.
- Provide information to the Site Manager for site establishment including, accommodation, transportation for both on and off site, site offices and furniture, communication systems, local suppliers and first aid medical facilities, etc within the confines of the control budget.
- Work with HR Department to ensure the construction and pre-commissioning management organization is composed of qualified and competent personnel and ensure effective personnel utilization. Monitor the performance and supervise the construction management team in the execution of their responsibilities.
- Review proposed construction and site services contracts before award to determine compatibility with construction requirements, with particular emphasis on construction manpower requirements and plant and equipment.
- Ensure that the construction and site services contracts are executed strictly in compliance with the relevant terms and conditions and that no unauthorized work is carried out.
- Call for, review, comment Contractor’s constructability reviews to ensure that efficient construction methods are used to build the plant and monitor these methods with the aim of making them more efficient.
- Integrate the work of contractors and co-ordinate the operation of the construction site including the coordination of all actions of subcontractors, suppliers, clients and their representatives.
- Ensure the establishment of construction schedules, construction method statements, manning charts, material and equipment requirements, construction plant and equipment with the contractors, including the 90-Day Rolling Horizon Look Ahead and ensure implementation and integration with the Project Master Schedule.
- Responsible for overall construction performance and continuously analyze performance for adherence to quality standards, cost and schedule.
- Monitor contractors’ compliance with cost, schedule, quality, environmental and safety objectives and ensure corrective action is taken when non conformances are detected.
- Ensure that the Site Quality Management Plan is implemented and maintained.
- Establish a culture whereby line management, represented by the Area Managers and Superintendents / Construction Supervisors, take direct responsibility for the management of quality supported by the assigned Quality Coordinators.
- Liaise with construction support activities including Contract Administration, Cost Control, Site Procurement, Material & Equipment Control,
- Plan for equipment delivery date (Required On Site date), and provide support to the Site Materials Control Function, for the administration of the materials and equipment received on site, warehousing, safe keeping and delivery to contractors.
- Assist with the pre-commissioning and handover plan for the plant including as built drawings and pre-commissioning data.
- Ensure timely demobilization of site contractors and staff including the sale or removal of materials and or equipment surplus to requirements in accordance with a pre agreed procedure.
- Prepare and submit reports in a timely and professional manner.
- Accountable for construction management man-hours and other site expenses against the control budget.
- Prepare construction close out report.
About you:
- Experienced in Project Construction of process plants in mining and/or oil & gas industries – minimum 10 years
- Fluent English and Chinese preferred
- Good personal / communication skills / team player.
- Knowledge of Microsoft office package (Word, Power Point, Excel), Primavera P6.
- Ability to supervise and delegate work of varied group.
