A subsidiary of the Compagnie Minière de l’Ogooué (Comilog), the Société d’Exploitation du Transgabonais (Setrag) is the concession holder of the railway line connecting Owendo to Franceville. As a true catalyst for the country’s economic development, the Transgabonais is undergoing an ambitious Rehabilitation Program led by the State and Setrag. As one of the highest-rated companies in Gabon, Setrag aims to become a benchmark for rail transport in Africa by relying on an efficient and socially responsible model.
With a workforce of over 1,700 employees, 24 stations across 5 provinces, and more than 38 years of experience, Setrag transports nearly 330,000 passengers per year and over 10 million tons of freight—90% of which is mineral cargo.
Job Description:
The Société d’Exploitation du Transgabonais (SETRAG), a subsidiary of Eramet, is the concessionaire of the railway line connecting Franceville, in eastern Gabon, to Owendo, on the country's west coast. It primarily ensures the transport of minerals, wood, freight, and passengers on a single-track line of 648 km. It thus plays a major role in improving accessibility for local populations.
A significant investment program (“PMS”), launched in 2020, aims to renovate and increase the railway's transport capacity through several projects. The current progress of the program is approximately 60%. The remaining 40% is expected to be completed by 2030 through a mix of internal and outsourced work.
The position is based in Libreville-Owendo, Gabon, with periodic travel along the railway line expected.
This role is part of the project control team (cost control, scheduling, and document management).
Responsibilities:
Develop cost estimates :
- Estimate the budget for the projects comprising the PMS, as well as the necessary provisions and charges,
- Convert the approved CAPEX cost estimate into the project's reference budget,
- Evaluate the remaining work to be done, including trends and potential changes,
- Regularly update monthly cost forecasts based on the project's actual performance (estimate at completion, budget landing, etc.),
- Apply the change management procedure,
- Assess the cost impact of all changes and developments within the program's projects.
- Propose corrective actions in case of deviations,
- Propose updates to project cost coding (analytical dimensions) when necessary to meet the requirements of multiple stakeholders (Estimation, Accounting, Treasury, Engineering Management, Construction Management, and Procurement).
Project cost monitoring :
- Monitor and update the costs of each project and the consolidated view at the program level (actual and remaining work), in close collaboration with CAPEX management control,
- Implement detailed monitoring of all projects and sub-projects (input management, monitoring of various production units/work fronts),
- Track contingency management at the program level,
- Prepare and/or contribute to monthly program cost reports,
- Implement and improve cost control tools and dashboards,
- Develop and provide advice on program cost control,
- Facilitate and coordinate the interface with the Finance function (Site and Group), particularly CAPEX management control.
Contribute to decision-making through analyses :
- Assist the program management in evaluating project costs (variance analysis, root cause analysis),
- Propose cost control measures and coordinate the corresponding action plan,
- Perform ad hoc economic analyses with project managers, the project control manager, and the program director,
- Improve the cost control process and promote best practices.
Your Profile:
- 10 years of experience as a project cost controller for projects exceeding €500M
- Engineering diploma is a plus,
- Experience in linear or railway projects is a plus.
- Full proficiency in Excel is essential,
- Knowledge of cost control software and ERP systems is a plus,
- Leadership and communication skills required,
- Full proficiency in French and English.
