Purpose of the position:

Sonic Bay project aims at developing an industrial complex in Indonesia to produce a mixed nickel and cobalt hydroxide product from the Weda Bay ore deposit, where Eramet already has an operation with Chinese partners.  The project scope is split between an HPAL plant to produce an intermediate Ni/Co concentrate, a power plant, a sulfuric acid plant, a dry tailing storage facility and some utilities & earthworks.

 

Sonic Bay project is led by Eramet (51%), in a joint venture with BASF (49%). The project has started with a prefeasibility study (PFS) completed in May 2022. Following favorable project conditions, it was decided to accelerate project execution and to move to the preparation of the execution phase with the setup of an EPC contract with a view to start the execution phase by S1 2023.

 

Within the owner’s project team, the Program Quality Manager is responsible for leading the project quality team. She/he will be part of the IPMT management team and support the Project Director with regard to quality related issues in engineering, procurement, manufacturing and construction. His/her task is to provide cluster / project quality management support as well as for providing an independent quality overview of cluster / project execution activities. In this capacity, the Project Quality Manager has the authority to audit and monitor activities with regard to compliance with all cluster / project quality requirements and procedures. His/her task is to assist in identifying quality risks and problems, to contribute to risk analysis and risks mitigation plan, problem solving and to evaluate the effectiveness of solutions

 

Responsibilities:

Core Responsibilities:

  • Responsible for the quality management processes as described in the SNB procedures and Project Execution Plan, the communication with the Project Quality Team incl. implementation and monitoring of the effectiveness.
  • Control/monitor the implementation of the Project Execution Plan, Project Quality Plan, the Site Quality Plan and conduct Audits as required.
  • Ensure that all quality related activities are in compliance with local laws, codes and regulations and SNB guidelines and procedures.
  • Ensure that ISO norms required to Suppliers are properly audited (supplier internal situation in terms of certification and efficiency of the processes regarding the Project Quality requirement ).
  • Knowledge transfer of quality standards, policies, best practices and programs to the project quality teams. Ensure that improvements of quality process and Lessons Learned are captured and transferred to the project quality teams
  • Pursue SNB interest for quality related issues
  • Describe the proper level of quality activities and steps to be taken, to develop, review, gain alignment, and implement Quality Management activities during all project phases, beginning with the Engineering phase to Project Closure
  • Identify the Quality functions and responsibilities of the Project Management Team
  • Definition of General Quality Requirements e.g. Quality KPI`s, Auditing, Lessons Learned, Non-Conformance Management, Documentation, Reporting…
  • Ensure that Pre-Qualification and Process Audits on Engineering Companies, Engineering Partner, EPC Contractors, Vendors, Suppliers, Manufacturers and Construction Service Contractors are conducted
  • Ensure that Process Audits and Cold Eye Reviews on Clusters and Projects during all phases of the project including EP and EPC contractors are performed.
  • Set up of a centralized Expertise / Specialist Support Center which will guide and consult the clusters / projects
  • Set up of a centralized SQS Organization which covers all SQS activities for all Projects/Clusters and for all disciplines. Ensure that Examinations and Inspections are conducted according to BASF’s RisQ Concept, specifications and legal requirements. Ensure all ITP activities are implemented and recorded by suppliers, manufacturers, contractors or other relevant parities. Ensure the handling of Non-Conformances during manufacturing and construction.
  • Set up of a centralized Training and Skill Test Center to check the skills of craftsmen for several disciplines

Core Tasks:

  • Accountable for achieving the program objectives (quality, time, costs, resource forecast planning etc.) by supporting, coaching, monitoring and problem-solving function to the team members
  • Responsible for staffing, cost allocation and cost recovery of the program quality team
  • Ensure that program quality team is familiar with quality-related objectives and requirements by developing a Quality Communication Plan.
  • Proactively involve in Technical Bid Evaluation (TBE) and technical clarification with bidders, to ensure all bidders understand and incorporate technical requirements in their proposals and final contracts.
  • Conduct periodic SNB internal and external quality audits (announced and spot check) and follow up on action items from those audits.
  • Monitor the effectiveness of the engineering and construction teams including the contractors and their respective quality management programs.
  • Establish and manage a quality related document management process during engineering, manufacturing and construction.
  • Establish a project quality reporting process, communicate quality issues and statistics to the Project Management.
  • Organize regular project quality steering meeting as required.
  • Assessment of compliance with quality metrics regarding the achievement of Quality Incentive Programs. Work with project quality teams to set up incentive or penalty plan for good practice or NCR from suppliers, contractors or EPC.
  • Identify and communicate applicable lessons learned to the program and project quality team
  • Performance evaluation of critical services e.g., 3rd party companies. Verify that third party deliverables are in accordance with contract / project specifications

 

About you:

  • Master degree in the field of mechanical, chemical, materials engineering or equivalent.
  • At least 20 years total work experience in quality assurance and quality control including international work experience and leadership experience.
  • Advanced knowledge of quality management systems (including ISO 9001-2015), QA/QC systems and of QA/QC philosophy
  • Solid knowledge of international engineering, fabrication and construction codes and standards (e.g. AWS, ASME, ASTM, EN)
  • Solid knowledge of Chinese engineering, fabrication and construction codes and standards (e.g. GB)
  • Advanced knowledge and experience in inspection and fabrication process e.g. fabricated equipment, piping fabrication, bulk material, machinery…
  • Advanced knowledge in construction quality supervision and inspection.
  • Solid knowledge about fabrication process, engineering and project management to estimate, monitor and control project quality costs and schedule
  • Solid experience of cross-discipline communication and interface management
  • Solid experience with SQS IT tools
  • Solid skills of Microsoft Office application (Word, Excel, PowerPoint, Outlook)
  • Solid skills of spoken & written technical Chinese and English are essential
  • Willingness to travel frequently within Asia Pacific is essential
  • Willingness to travel and stay for certain period in Wade Bay is essential
